What are Energy Savings Certificates?
The CAE system is a Spanish state programme, managed by IDAE under the Ministry for the Ecological Transition and the Demographic Challenge, which obliges large energy companies to fund energy renovation works in private homes.

Everything you need to know before starting
Is it really legal to pay only €1?
Yes. The CAE programme is regulated by Royal Decree 36/2023 and managed by IDAE (the Spanish Institute for Energy Diversification and Saving). Large energy companies (Iberdrola, Endesa, Naturgy, Repsol, TotalEnergies…) are legally required to fund energy efficiency works in private homes in order to meet their annual savings quotas.
The symbolic €1 corresponds to the beneficiary's commitment and formalises the operation contractually. There is no hidden cost and no later payment.
Is my home eligible?
In most cases yes. The main criteria are:
· Home built before 2007.
· Attic, loft or false ceiling that is accessible.
· Applicant is the owner, or authorised by the owner.
· Primary or secondary residence (both qualify).
Final eligibility is confirmed by a free in-home technical assessment with no commitment.
How much will I really save?
Between 20% and 30% of the annual energy bill according to IDAE data. In Castile and León, where winters are harsh (down to -8°C in some areas), a poorly insulated home can consume up to three times more energy than a properly insulated one.
For a typical 120 m² single-family home, this represents savings of €800 to €1,500 per year on heating, before counting summer cooling savings.
What materials are used?
A1-classified mineral wool (non-combustible, the best fire-reaction rating) from recognised European manufacturers: URSA PULS'R 47, ISOVER ECOLAINE, Knauf SUPAFIL LOFT.
All materials carry EUROFINS Indoor Air Comfort Gold certification for indoor air quality (no harmful emissions) and the mandatory CE marking. We never use materials of uncertain origin.
How long does installation take?
Between 3 and 6 hours for most homes, in a single day. Technicians protect the living areas, lay down protective sheeting and leave the work zone clean at the end.
You do not need to leave your home during the intervention: the blown-in technique releases no dust into the living areas and produces no perceptible odour.
Who handles the paperwork?
Capital Talent Invest handles all administrative work: funding application, technical documentation, validation with the obligated energy company, and issuance of the installation certificate.
The owner signs a single document: the CAE rights assignment (a standard form regulated by IDAE). Nothing more is required.
Is there a risk the CAE programme funds will run out?
The CAE programme is renewed in multi-year periods (currently 2024-2030) and the funds available are substantial (national target of 8 TWh/year of savings), but limited.
We recommend requesting the assessment as early as possible to secure a slot, especially towards year-end when energy-company annual quotas approach their cap.
What if I'm a tenant, not the owner?
The CAE programme is addressed to the property owner, who signs the rights assignment.
If you are a tenant, we suggest discussing it with your landlord: the operation costs them virtually nothing (€1), increases the property's value by improving its energy rating, and attracts better tenants over the long term. We can speak with the owner directly if you share their contact details.
