€1 attic insulation in Castile and León: how does it really work?

By Capital Talent Invest Team · Published 15 May 2026 · 6 min min read

The phrase "€1 insulation" comes up regularly in Castile and León, driven by increasingly visible advertising campaigns. Behind that promise lies a real regulated mechanism: the CAE programme. We explain transparently how this scheme works in the region, who it really targets, what its limits are and what precautions to take before signing anything with an operator.

Where does the €1 contribution come from?

The symbolic €1 amount paid by the homeowner corresponds to the minimum consideration required by Spanish law to formalise the transfer of the energy savings rights generated by the operation. Without this consideration, the transfer would not be legally valid.

In practice, the real cost of the works (materials, labour, transport, administrative handling) ranges from €2,500 to €6,000 for a single-family dwelling, depending on surface and chosen technique. This cost is fully advanced by the CAE programme operator.

The operator then recovers the cost by selling the energy savings certificates generated to obligated energy companies under Royal Decree 36/2023, which need them to meet their annual quotas.

Why is Castile and León a priority region?

Castile and León is one of the Autonomous Communities most exposed to winter cold in Spain. Sub-zero temperatures are common from December to February on the Meseta, and average altitude above 800 metres accentuates thermal losses through the roof.

A large part of the regional housing stock predates modern thermal standards: rural stone houses, urban buildings from the 1960s-1980s, suburban chalets built before 2007. Many of these homes have non-existent or degraded attic insulation.

IDAE and regional authorities therefore consider attic insulation in Castile and León an environmental and social priority, which explains the preferential allocation of CAE budgets to this region.

Step by step: your €1 project

Here is the concrete process for a €1 insulation file in Castile and León:

  1. Initial contact: fill in the form indicating address, construction year and estimated attic surface.
  2. Technical visit: a certified technician visits free of charge within 7 to 15 days to measure, photograph and verify eligibility.
  3. Personalised study: you receive a detailed file with the proposed material, target thermal resistance, schedule and guarantees.
  4. CAE rights transfer: standard document regulated by IDAE, signed by the homeowner.
  5. Installation: on-site intervention in a single day, with no damage to existing structures.
  6. Official validation: certificate registered with IDAE and sent to the homeowner.

Guarantees for the homeowner

The homeowner benefits from several regulatory guarantees distinct from the CAE programme itself:

  • Mandatory ten-year guarantee: ten years of coverage for installation quality and announced thermal performance.
  • CE-certified materials: only European-approved products (rock wool, glass wool, cellulose).
  • Transfer document regulated by IDAE: the contract follows a standardised template that forbids hidden invoicing.
  • Post-intervention technical report: given to the homeowner with before/after photos and a material specification sheet.

Scheme limits you should know about

The CAE programme does not automatically cover every home. The main limits are as follows:

New buildings. Properties delivered less than five years ago should already comply with the Spanish Building Technical Code (CTE) and are not eligible.

Inaccessible attics. Certain architectural configurations (very low attics, complex framing, asbestos presence) can make the operation impossible or require prior treatment at the homeowner's expense.

Availability of CAE funds. The annual quotas of energy companies are capped: if demand exceeds available funds, the file may be deferred to the next annual quota.

How to avoid pitfalls and dubious operators

The popularity of the scheme has unfortunately attracted intermediaries who resell contacts to uncontrolled subcontractors. A few rules of vigilance:

Always ask for the operator's RIIA registration card (Spanish Registry of Energy Sector Installers and Actors). If it is not provided spontaneously, be careful. Check that the CAE rights transfer document corresponds to the official IDAE template.

Refuse any payment request above the €1 symbolic amount before the operation is complete. No deposit is legally justified within the standard CAE programme.

Frequently asked questions

Is the €1 really the final amount?

Yes, within the standard CAE programme. Participation is capped at the symbolic €1 to €30 depending on technical characteristics. No additional payment can be demanded after installation, unless the homeowner requested separate non-CAE services (extension, specific finishings, etc.) clearly priced beforehand in a separate quote.

Can my home in León (capital) or in a rural area benefit?

Yes. Eligibility depends on the home's characteristics (energy loss, attic accessibility, roof type), not on its urban or rural location within Castile and León. Capital Talent Invest operates in all nine provinces of the region.

How long does the on-site intervention take?

Blown-in or sprayed material installation takes between 4 and 8 hours for a standard single-family home. You stay at home during the works. No demolition is needed: technicians work through existing openings.

Does the CAE programme in Castile and León also cover tenants?

Yes, but with the written agreement of the owner because the works permanently modify the property. The energy benefit then accrues to the tenant (lower bills) and to the owner (property value uplift, improved EPC rating).
