Attic insulation grants 2026: full guide to Spain's CAE programme

2026 is a pivotal year for energy efficiency in Spain. Several public schemes now allow homeowners to insulate their attic with a symbolic contribution of €1 to €30, thanks to the combination of the CAE programme, European NextGenerationEU funds and regional aid. The 2026 framework: reinforced European alignment

Since the European Energy Efficiency Directive 2023/1791 came into force, Spain has accelerated the transposition of consumption reduction targets. The country has committed to reducing its final energy consumption by 11.7% by 2030, with an intermediate milestone in 2026.

To meet this target, Spain's Institute for Energy Diversification and Saving (IDAE) coordinates several complementary levers: the CAE Energy Savings Certificate programme, direct subsidies under the Spanish Recovery Plan and personal income-tax deductions (IRPF).

Attic thermal insulation is the priority operation because it offers the best cost-benefit ratio in energy terms, according to IDAE.

CAE programme: attic insulation from €1

The CAE mechanism (Energy Savings Certificates) is governed by Royal Decree 36/2023. It requires major energy companies to finance energy-saving operations on behalf of individuals, in exchange for certificates they submit to IDAE to meet their annual quotas.

Income-tax deductions on the 2026 IRPF

A homeowner who self-finances all or part of an insulation operation can benefit from a personal income-tax deduction (IRPF). Spanish legislation in force in 2026 provides three brackets based on verified energy gains:

  • 20% deduction if the operation reduces heating and cooling demand by at least 7%.
  • 40% deduction if it reduces non-renewable energy consumption by at least 30%.
  • 60% deduction if it improves the official energy rating by at least two letters.

The deduction is calculated on the actual cost borne by the homeowner, capped at €5,000 per tax household and per tax year.

Who is eligible in 2026?

The CAE programme is open to owners of primary or secondary residences in Spain, provided the home shows measurable energy loss at the attic level. Tenants: the owner's consent is required because the works permanently modify the property.
