Scams and dubious installers: how to choose a reliable CAE operator in Spain

The success of Spain's CAE programme has attracted many actors, some of whom exploit regulatory complexity for dubious practices. Pressure to sign, fake official organisations, opaque subcontracting, non-compliant materials: the list of drifts has been growing since 2024. The programme remains legitimate and beneficial when conducted by a serious operator. This article gives you concrete tools to identify reliable players and avoid the most common pitfalls.
Most frequent abusive practices
Warning signals observed in Spain's attic insulation sector over the past two years:
- Aggressive cold calling in the name of a supposed "official IDAE" or "ministry". IDAE does not practice direct telephone canvassing.
- Surprise door-to-door visits announcing an "exceptional budget" to be confirmed within 48 hours.
- Deposit requests of several hundred euros before installation, while the standard CAE programme excludes any payment beyond the symbolic contribution.
- Fake official logos on commercial documents (EU, IDAE, flags, seals).
- CAE rights transfer hidden in a banal service contract, without explanation.
If you encounter one of these behaviours, do not sign anything and report the incident to OCU (Spain's Consumer Organisation) or to the Consumer Protection Office of your Autonomous Community.
Questions to ask your operator
Before any commitment, ask your operator the following questions. A serious actor answers without hesitation:
- What is your RIIA number (Registry of Energy Sector Installers and Actors)?
- Which obligated energy company do you work with for CAE certificate sales?
- Will the installed material bear the CE marking? What is its fire reaction class?
- What thermal resistance R will be achieved after installation?
- Is the CAE rights transfer document I will sign the IDAE official template?
- What is the lead time between installation and receipt of the certificate registered with IDAE?
If the interlocutor dodges one or more of these questions, treat it as an unfavourable signal.
Verifying operator legitimacy
Four public sources verify a CAE operator's reliability in Spain:
- Mercantile Register: check the company's registration, age, share capital and corporate purpose.
- RIIA: national database of installers and actors authorised to carry out CAE operations. Any operator must appear there.
- EREN or equivalent regional agency: list of operators having signed regional agreements and recognised locally.
- Verified online reviews: independent platforms (Google Reviews, Trustpilot) with significant volume and realistic distribution.
Red flags on the ground
During the technical visit, certain behaviours must trigger immediate alarm:
Artificial time pressure. A serious technician does not ask you to sign the same day. Legal reflection period is 14 days in Spain and must be respected.
Refusal to provide a detailed written quote. Any service, even a €1 symbolic one, must be the subject of a written document recounting the technical elements.
Absence of personal protective equipment. The technician must wear at minimum safety shoes, gloves and adapted mask during the attic visit.
Promise of guaranteed financial gain. No operator can guarantee a precise savings amount on the bill, those savings depending on many factors (usage, year climate, energy price).
Positive signals of a reliable operator
Conversely, here are markers indicating a serious and professional operator:
- Website with complete legal mentions, visible NIF and physical address in Spain.
- Announced visit lead time between 7 and 21 days, no immediate signing pressure.
- Transfer document delivered before signing, with sufficient reading time.
- Before/after photos systematically taken by the technician on installation day.
- CAE certificate registered and sent to homeowner in the weeks following intervention.
- After-sales service reachable by email, with reasonable response time.
What to do if you already signed a dubious contract
In Spain, you have several remedies:
Right of withdrawal. If the contract was signed outside the operator's premises (at your home, for example) or remotely, you have 14 calendar days to withdraw without justification, under law 3/2014. Send your withdrawal by registered post with acknowledgement of receipt.
Reporting. Refer to OCU (independent consumer defence organisation), your regional consumer affairs directorate, or IDAE's complaint service if the operator falsely claims to be linked to that institution.
Civil action. In case of proven deception, you can seek contract cancellation before a civil judge, with restitution of sums received and possible compensation. OCU can refer you to a specialised lawyer.
Frequently asked questions
Does IDAE practice cold calling?
No. IDAE is a public institute that never practices direct commercial canvassing to individuals. Any call presenting itself as "coming from IDAE" is a false representation and must be reported.
How much does attic insulation really cost outside CAE?
Outside the CAE programme, the average full cost (material, labour, administrative handling) for an 80 to 120 m² attic home is between €2,500 and €6,000. If an operator asks for more, or for a significant deposit before installation, verify their seriousness before signing.
What if a technician promises me 50% guaranteed savings?
Be suspicious. IDAE's official figures indicate 20% to 35% reduction in total heating bill on average, with significant variability. Any promise above 40% without specific prior assessment is commercially abusive.
Is the CAE programme itself a scam?
No. The CAE programme is a legitimate public scheme, framed by Royal Decree 36/2023 and managed by IDAE. Abuses come from unscrupulous actors exploiting regulatory complexity. Choosing a serious operator allows full and serene benefit from the scheme.
